NA plastic trim under bonnet around headlight - piece missing from factory?

Underneath the bonnet on the NA there is some black plastic trim that goes around the headlights. My passenger side has two pieces that make up the L but my drivers side only has one and seems to be missing the other:

According to the parts breakers the cars they have done have it either. Is this part missing from factory?

Any ideas on why? I can’t see anything that it would interfere with,

Educated guess - something to do with airflow. The gaps in the leading edge of panels can get a lot of air going through them.
or
Direct water a certain direction.
