I would like to tap the collective wealth of knowledge from the forum members in the hope that someone can give me guidance on what is happening to my NB8B....
Summary:
Today, my horn started blaring non-stop the moment I turn the key out of the "On" position. It does not matter if the engine is running or not, so long as the key is at the "On" position, the horn is silent, and works like normal.
Does anyone have an idea what could be causing this?

Background Info:
Today I've been getting static shock in my MX-5. I think it was due to the vest I was wearing and the leather seats.
Anyway, I've been in and out of my MX-5 all morning during chores, but after lunch, I hopped into it and proceeded to start the car. As I insert the key into the barrel, I got a static shock (well I hope it was static shock, not electric shock), at which point the horn blared non-stop. But as soon as I turned the key to the "On" position, it stopped. But putting the key back to "ACC" or "Off", the horn blares again. And it does it non-stop.
Luckily, since the key is in the "On" position when the engine is running, the horn is silent, and as mentioned, works normally when the horn button is depressed.
The drive back home was uneventful, but at home, the only way I can stop the horn from blaring with the key out of the ignition is to disconnect the battery.
NOTE. I have an aftermarket Cruise Control - Australian Cruise Control - with the control buttons on the steering wheel, and I noticed this wasn't working on the drive home. Not sure if the issue with the cruise control and the horn blaring are connected, but the cruise control was working earlier in the morning.
I also have an aftermarket horn - it's one of those electric air horns which has been on the car for over 15yrs. Up until now, its worked flawlessly.
I've checked all other electrics in the car (ie. radio, lights, etc), and all seems to work.
Any suggestions would be appreciated.

I think your aftermarket horn may have died and is constantly honking.
