If it were me, assuming the 2.5 block shares the same codes as the 2.0, i'd just put it in and update the engine number with RTA or whatever QLD call theirs.
it's not like the police will pull the head off and measure the bores/crank.

My impression is that it needs a mod plate (if that’s what you mean by “engineering”) as the 2.5 was never offered as an option, I was reading the rules earlier tonight about wheels and composite panels and skimmed over a few engine bits.
But also, no one would know that it is different by just looking at it, so pretty safe as far as roadside defects go.
