The rotors are fine, it should only be surface rust.
Actually it is the one in the middle. The lower slider pin should have a rubber boot on the bottom, like the one on the left.

Update...
Two rounds of breaking in had no affect on brake performance whatsoever, it was still gradually slowing down no matter how hard I pressed the pedal. I have a feeling the *insert well known brand name here* pads were to blame. So on went new DBA rotors and QFM HPX pads. The difference is huge, almost sent myself out the windscreen breaking them in.
The calipers are definitely in need of a seal kit, they aren't weeping but most of the external rubbers are in poor shape. And the front pads have no release springs, which could explain why the old pads were making a scraping sound. Also, the shims, what is their role in life?
All in all I'm happy I went to the effort of replacing the pads and discs, makes the car so much nicer to drive.
