From that list I've talked with & can recommend Rowan Carter @ Cartech Collingwood, & Jean-Christophe Bonneville @ Bonneville Consulting Thomastown (previously Endeavour Hills). Rowan's very good, & used to also post on ozclubbies, so great in terms of ICVs.

Unfortunately, while just one public servant may have drafted the guidelines, hopefully staffing them through the various internal (at minimum) stakeholders for comment, by being ultimately promulgated by the department, those guidelines have top cover, rightly or wrongly.

Given following is from over three years ago, national level might now align, but back then, rightly or wrongly, EPA Vic perceived 'a gap' & sought to fill it:
'What are the major changes in the Environment Protection (Vehicle Emissions) Regulations 2013 compared with the 2003 Regulations?

'A hydrocarbon (HC) emission standard for petrol passenger vehicles will be introduced (in addition to the existing carbon monoxide [CO] emission standard). These air emission standards are in addition to those adopted from the national law (such as the smoky vehicle rule and the diesel vehicle emission standards). EPA recognised a gap in the national law and proposes this approach to ensure capture of grossly polluting vehicles. CO and HC can contribute to adverse health and environmental impacts (including summertime haze and the formation of ozone). By including CO and HC standards in the regulations, EPA can better detect polluting vehicles that have been tampered with or poorly maintained. These vehicles contribute disproportionately to air pollution.'

Its absolutely 110% official, no question whatsoever.

That's great & should make it Vicroads legal if VASS compliance certificate is achieved.
EPA Vic legal is another matter & might be something the EPA Vic & some insurance companies will exploit. As long as owners are fully informed, it's a decision for each one to make in terms of the potential risks.

Im genuinely not certain what you are suggesting.

Ive spoken to multiple engineers in both states and the technical standards board. What legislation do you think I may have missed?

It's not just about legislation - Blue94T's turbo'd Laguna Blue NA8 experience with the EPA, which ultimately made him decide to go down the path of an engine conversion using the SR20DET (like Bruce's red NA8), is what I'm suggesting:

Passing the appropriate ADR for emissions output is a normal part of the engineering process that I am familiar and experienced in. So thats no problem at all.

Great news Dann. Just curious on one thing. I thought that the EPA test in NSW was free. Is this not the case now or are you paying a privateer that is licence to do the test?

While the test in Sydney doesn't cost anything, a whole day of my time does, as a result I pay a privateer who is local.
