Does the head need to be on the block first before I start locking in and tightening the camshaft bearing caps?
Or can I torque things first before I mount it to the block?

No you don't need the head on. You can torque the cam caps whilst the head is still on the bench

Hey guys... Also another question
Is there a certain way the cams should sit before I tighten the camshaft bearing caps.
Should these 2 points be aligned with each other or can I adjust this manually by rotating the cams after I tighten the camshaft bearing caps.

Cams can be installed and then rotated into position afterwards. At the time of initial asembly Mazda stamped all the cam caps with a position number : I, I2, I3, I4, I5 and E, E2, E3, E4, E5. Some of the numbers are really hard to read if the engine assembler struck them 2 or 3 times, slightly offset each time. Use a magnifier.
These stampings also define which side faces to the front. You must get all these back in the original order and orientation. Use the orientation of the stamped letters on I and E (which have an identifiable front and back because of their oil seal holders) to give you the right orientation for the rest. Normally the tops of the stamped letters face to the front. The direction of any arrows cast into the top of the cam caps can't be trusted - only the stampings are reliable.

Her's an E2 exhaust cap. The top of the E points to the front of the engine. The arrow cast just above it is correct in this case but it's not always so. The 3-10 above that is meaningless unless you wrote down all those numbers beforehand.

The guys I payed to check, clean, shave etc... did an amazing job on the bp4w...
They put everything back and bolted everything up loosely so that I could do the rest. (Gaskets in particular)
Done! All torqued up.
Next. Mounting it to the block and seting the timing with my new Gated racing belts.
I'll update my thread when I get the motor back in.
Can't wait!
