That's a common issue with the factory radiator due to it having plastic end tanks. After about 10 years the plastic goes brittle and cracks.
Re: the tyre not spinning freely, it's normal to have a bit of pad drag. If it's severe it may be an issue with the caliper piston, but I'd expect you'd be having other brake issues if it was a seized piston for example.
What you've described doesn't sound like a brake issue to me. I assume you've checked tyre pressures?
