Bear in mind there is a difference between electrical failure and electronic failure.
With an EWP, in the case of an electronic failure in the controller, you can just hardwire the pump to run at full speed. It won't be ideal, but it will get you home.

could always wire in a pressure switch on the coolant system as part of your protection..

Don't need pressure need flow sensor. Water turns to steam you will still have pressure in a closed system. However flow requires a liquid to be present.
