is the sill guard glued down ?
i've pulled part of mine up trying to release the trim to mount side latches for a hard top thought it might have been clipped down
mounting these side latches is a real pain i broke the seat belt bolt plastic cover also

By sill guard do you mean the black plastic strip that runs along the edge of the sill and holds the carpet in place, amongest other things? If so, it should not be glued down. You should be able to remove it by taking out all of the screws and then lifting it out.
If you goal is to remove the hard plastic/rubber trim that runs from the sill and up body seam, then you should be able to remove the last screw from the sill plate and pull out the trim. You can them remove the trim from around the seat belt, and then you can cut the holes for the hard top striker plates.
