I always think you can gauge the level of inattention of the average driver by the fact that most drivers will accelerate up to red lights that YOU know will not turn to green anytime soon (because you have been watching them since the previous set) I like to gently decelerate up to them (and often don't have to stop) and I always notice that most drivers are completely ignorant of the status of the lights and will accelerate past me and then have to crash-stop when the light doesn't change.
I DO notice however that sometimes drivers behind me "get it" after the first couple of lights and replicate my behaviour. I acknowledge that this works better outside the big cities however.
