They are both exhaust heat shields. They wrap around the "elbow" between the turbo and dump pipe. The circular cut out section is where the O2 sensor goes.

Because your new exhaust does not have the mounts for them to bolt to.
Considering how small they are, they would not do a lot of heat shielding.
