Can you turn the camshaft counter clockwise?

So I've started a timing belt and water pump service. My Exhaust and Intake Cam gears arent moved a little bit when I changed the seals. Is it safe to turn them counter clockwise so they realign? or should I turn them clockwise a whole rotation.

It won't mater as when you finish installing the cam belt, the tensioning process has you rotating the crank several times before aligning to tighten the belt. Obviously you install the belt with the crank at TDC and cams at their respective alignment marks.
