Registered turbo in Vic?
In Sydney this guy will get you through emissions if your adding a turbo or supercharger. Heard very good things about him.

Thanks Mactype, its good to know theres someone out there who specialises in emmissions tuning. Shame its the other end of Sydney for me, but sounds like he might be worth the drive.
Anyhow, enough highjacking...

Re: Registered turbo in Vic?
thread bump.
is this still the case where there are no legal turbo conversions in Victoria?
no workarounds (i.e. SP replica's?)

Same old, same old as far as I'm aware.
Shoot AVO an email to double check, if anyone knows about or has a legal turbo system it's them.

Re: Registered turbo in Vic?
Vipac fees were $700 last time I checked.
When trying to pass the emission test, make sure you have a good catalst fitted. Even the standard catalyst may not pass on a standard car after 50,000km.
Another alternative is to run the standard processor and a piggy back system when on boost. The emission test will not get on boost so the standard processor will control your emissions.

But are piggybacks able to be used for EPA?
Last I checked (granted, a couple of years ago) any ECU, or modification of, that allows the user to change the tune isn't allowed. I think there was maybe something about password protection being allowed, but not sure.
There may be a way to do an SE replica, as I know a lot of the MG guys who convert to V8s do so under the guise of it being a replica of the V8 BGT.

Re: Registered turbo in Vic?
I looked into all this when I was going to turbo charge my old Clubman. I purchased heaps of turbo gear, but ended up selling it all along with the Clubman and purchased an SP instead.
Way too much hassle and money to get it all engineered and passed by vicroads, I also didn't want to drive it around illegally, constantly paranoid that I would get caught/fined.
Now I drive around not worrying at all about being pulled over by the fuzz, everything is 100% legal.

Re: Registered turbo in Vic?
I'm the same, while I would love the power I just can't risk the potential issues with Vicroads, or even worse, insurance.
Last thing I'd want is to be in an accident and have them leave me high and dry because the car wasn't legal.

Re: Registered turbo in Vic?
OK, so let's be clear with this.
The whole issue is about emissions and compliance with the Environmental Protection Agency. It's about interpretation of the legislation http://www.legislation.vic.gov.au/Domin ... orised.pdf
which was updated in 2013.
It is not explicitly written in the legislation, but programmable ECUs can change the emissions, hence an interpretation suggests they are 'illegal' (more likely an "EPA breach"). If it can be proved that the ECU hasn't been changed, it may not constitute an EPA breach - this needs to be tested. e.g. blank off the serial port. Others have suggested hiding the ECU, but i'd rather tackle the issue head on. Non-compliance usually has a remedy time.
I will contact the relevant authorities to discuss the issue of programmable ECUs.
In the instance of an accident, and your car has all required compliance certification, why would there be an 'insurance breach'.
I will contact the relevant authorities to discuss whether an EPA breach is an 'insurance breach'.
Emission and noise testing:

Suggest there's alot of speculation floating around, i'll make the calls and post back here.

The noise test fee is $43.70 (inclusive of GST). This fee is charged by the tester for his services and is not refundable.

Ref ECU/EMS, Victorian EPA Modified Vehicle Guidelines 2006, updated 1 July 2014 (see p5 para 7 for ECU/EMS): http://www.epa.vic.gov.au/our-work/publ ... uly/1031-2
To engineer a modified car or an ICV in Victoria the IM240 emission test is conducted at Vipac at Port Melbourne, & as a Oct 2013 (when I last enquired) cost $650 plus 10% GST as per dbr above.

Re: Registered turbo in Vic?
Thanks for that mate.
It's the demonstration part that's critical. It'd be pretty easy to demonstrate the megasquirt targets stoich? they're targetting hoons that just dump heaps of fuel for boost. it'd be pretty easy to 'seal' the megasquirt. I'm probably very lucky as i've got an import approval plate which certifies for ADR with a megasquirt..
We have different numbers on the emissions testing.. i got mine from the link i provided.
7. Engine management systems
An engine management system enables the engine to
function with minimum emissions under a wide range
of operating conditions. It also uses a variety of
sensors to optimise combustion by altering how the
engine operates, thus maximising fuel economy,
engine power and engine life. A system that is not
designed specifically for the engine it is fitted to is
likely to increase emissions, reduce engine power,
have poor fuel economy and reduce the life of the
engine.
Non-original electronic chips or computers, whether
fitted as a direct replacement or in a ‘piggy-back’
configuration, are not permitted to be used in an
engine management system unless it can be
demonstrated that their installation and use allows the
vehicle to meet the appropriate ADR. They must also
be sealed or otherwise constructed so as not to be
reprogrammable.

Agree it's the demonstration part that's critical, but my understanding is that it's not easy or cheap to demonstrate to the EPA's satisfaction. See the last three posts of page one of the following: viewtopic.php?f=52&t=58639&p=738975&hilit=victorian+compliance#p738975

Re: Registered turbo in Vic?
Can you get a NA8 turbo'd legally in vic?
I think there are some setup's that will still run on the factory ecu? Would it then be "legal"?

Short answer is ye$.
It will co$t you a $hitload of money to get it engineered.
or you can read all this again....
http://mx5cartalk.com/forum/viewtopic.php?f=81&t=33873&start=0
as for running a turbo on standard/factory ecu......
a few of us have either:
a) done it and hope the MAN doesn't check under the bonnet
or
b) bought a factory turbo (SE or SP).
