There are different types of GPS trackers - if you have an OBD port (1996 onward) you have a simple plug in device which can help with tracking,engine diagnostics, data logging. If you get an OBD2 device with wifi then you use your smart phone as the SIM card and download an app for all the engine management data ++. I like the HUD phone display as I am a geek
For my 93 NA there is no OBD port so I use a standard tracker via a cigarette lighter - it gives me true speed, to negate inaccurate speed camera fines, and allows me to see my car - I also have one on the wrx which was useful when I dropped it off at the panel shop for a week and enquired about some "odd" usage of the vehicle
Insurance companies, road side assist will all be pushing OBD devices soon
With regard to the power drain this was a common design fault whereby the units were staying on standby and not turning off when the key was turned past accessories - all of the decent new units eradicate this issue but the cheaper units might cost you a new battery
Finally - if you are buying a car you can do a quick fault diagnosis with the OBD and save $
