IMHO, secure means that it can't be stolen.
As soon as the key is removed from the ignition in most modern cars, the engine is secure, the steering is secure and in many cases the gearshift is secure.
If the intention is to stop car theft then your car IS secure.
If the intention of the law is to prevent theft from cars then that's a different story
