steps are:
Mark the timing notch on the engine main pulley.
Mark the timing marks (to make it easier)
Attach the timing light positive to the blue plug (constant 12v feed) and the negative to the engine block.
Clamp the inductive thingy over plug lead #1 (or #4 if it doesn't pick it up at #1.... some timing lights are fussy)
Let the car idle and shine the light at the timing marks.
Slightly loosen the CAS bolt and rotate it until you've got the timing wanted.
Tighten bolt, take off timing light.

All done

You forgot to ground the diag port to lock timing steps.

The 'it's easy to not get caught' is the worst advice you will ever get.

It may be easy to not get caught, but how will you feel when you ruin someone elses car and your insurance doesn't cover you? I'm sure the pain of the big bill, or being bankrupted will hurt at least a little bit.

What if the car you hit has a passenger who you injure - medical expenses aren't cheap...

While it may be a worst case scenario, it's also a good reason to do things properly.

Woah, are the laws that different from SA to Vic?

I had a chat with Services SA (equiv to Vicroads), and was advised that there are two shops in SA that will perform the IM240 test required, and once the shops give the all ok - Services SA (ie the government) will take that as proof that the car has passed emissions.

Cost for the test was in the range of $300 - $500 (assuming that the car is compliant). Was quoted in the region of $1k for a full tune for compliance (ie arrive with your base map, and have the shop tune it from scratch).

Could you get your car complied in another state and then transfer the compliance?

Not as far as I know, still has to pass Vic rules if it's registered for use on Vic roads.
Anything with an ECU change isn't legal here (from a piggyback right to a standalone)

Vic rules aren't the best for getting things legal on the road, unless you've got a LOT of money.

In Victoria, we pay for this on our yearly car registration. TAC covers this side which is why our registration price is so high. Unlike other states you aren't required to have insurance, as insurance only covers the cost of the cars since you are already paying a yearly TAC fee included in your rego.

I know NSW has recently improved coverage through the CTP insurance, and that's what's included in rego in some states, but what and who a green slip covers is limited, especially if they can show your negligence and or intentional non-compliance.

Taking that sort of risk isn't my cup of tea, then again I've never really been a tea drinker.

Equivalent of in Vic.

Vic has it all together, if the car is regsitered it's also covered for TAC claims. No separate fee or paperwork.

IN QLD we also have compulsory third party (CTP) insurance as part of our rego that covers personal injury and public liability
