There's probably a half a dozen ways to hang your numberplate off the front of an MX5...
Anyone want to speculate how this one was done?
It's not sitting "inside" the mouth of the car, it's more flush with the bumper, while still sitting "in" the mouth... just.
That's about the best way I can explain it! Sorry there's not a better pic.

I had the same one on my NB
its just 2 L shaped brackets

Not sure if possible with the NB number plate bracket, but with the NA8 bracket you can achieve this by inverting it & drilling a couple of holes in the bracket if you want to set it back further. Couple of spacers or a little bending might also be required to get it back further.

Yeah, and that's what I did on my NA; basically inverted it and sawed a chunk off each side, drilling new holes closer. But It never sat that flush.

my number plate is mounted in the mouth- centrally situated. Easy to do - you can use the standard brackets and a spacer and suspend from the top. If the bracket is left in the standard position it almost certainly will end up scratching the paint from a gentle nudge. The offset ones look totally wrong to me and not even sure if that is legal.

Offset ones are legal, ADR only says they have to be over a certain height and 90 degrees to the road surface ie not laid right back or lent forward.
