One thing to consider is to wait 1 day before torquing down. Let the goo and seal press together, firmly, but not torqued down. Then let it fully dry overnight, and then torque down. I did this on all items that had sealant applied, and I've not had a single issue with oil leaks, or bulges etc.

I was told this by an engine builder once, and it sounded reasonable. Otherwise you can end up squeezing all the sealant out and leaving such a small amount it can break away and offer a gap over time. Leaving it to dry tight but not torqued allows a thicker amount of sealant that will stay together but thin enough to be torqued up.

It appears that the seal is soaking up the silicone
Is the seal longer when you take it out ?
Does it shrink back after a day or so ?
If so I would change the brand of seal and the brand of silicone
