Low voltage relay problem

Can somebody help with the following problem?

I need to switch on a 12 volt light when voltage on the control circuit drops to zero. The control circuit is 1.7 volt and 3.8 ma when OK, when there is a fault it drops to zero.

I assume that a relay can be used but I can not find one that will stay open at such a low voltage/amps.
