LSD is the second thing on my list.
Frame rails arent needed.
Roll bar is 600 and self install.
Any of these cars need engineering as soon as you add an intake or exhaust, so thats fair game, and even for all 3.

Mania and many other shops will install for 400 odd, and 250 gets you HD exedy and extreme clutches.

THE TEN STAGES OF ENLIGHTENMENT ACCORDING TO BOOTZ:
1. Buy MX-5 (any non turbo model)
2. Hey this is great but it needs a bit of power
3. Lets turn it into a turbo/supercharged monster
4. Work out it costs about $10K and another $10K of your time to organise it all
5. Flower it, I have to pay for engineering to make it legal ???
6. Flower it all, I wish I had bought a turbo
7. Damn only 100 SP in existence!
8. Find out all the 'compromises in the SE and all the costs to mod.
8. Appreciate the hassle free nature of the standard car
9. See point 2 again.
10. Search around for a cherry SP or nicely modded SE - motoring NIRVANA.

True, but that does not include the price of the car (or does it, I am not talking track dog, NB8B model)
Have seen cherry SPs on this forum for under 20K. Granted you have to be patient.

Even in that engineering is required, but not even in terms of degree of difficulty or, in some states (Vic), feasibility.

True, In Vic exhaust is free (apart from noise regs and regulations regarding the cat), headers are allowed as long as they maintain all OEM fittings etc for pollution requirements.
I'm pretty sure intakes are also fine here, but I can't seem to find the legislation that supports that.

This is not exactly accurate.....
You still wont have the SE brakes.... Or the leather seats (assuming you want them) the bose speakers (which i think the SE got in aust) the fog lights/new front bar, The bodykit (not everyone wants, but some do), Smoked headlights (small detail but i believe looks good) 6 speed box
And to top it all off your budget still only comes to an illegal car..... plus you have had your MX5 off the road for at least 2 months to get all this sh*t done.
Not to mention EVERY NB8A listed on carsales for the 8k figure has 150,000km+ on it
Add the fact the stock wheels on an NB8A are not as good looking as the stock SE wheels
So lets do some maths....
Everything you listed above ($18,200)
Doesnt include Engineering (lets say $1,500)
I wont even include a set of rims.....
Total is $19,700
You now have a Turbo MX5, which still has less comforts than the SE (fogs, 6 stacker, 17" rims bodykit or headlamps, 6 speed leather)

Also you started off with a NB8A which is 1999-2001 so its at least 3-5 years older than your SE.....
Which is funny because that is about the same money, or $1,000 more expensive than a 04 SE with 80-90,000 k's
Which is drive away, and probably cheaper insurance (as its standard)
So how is ANY of what you said a better deal than that.....
I mean, top it off with a Exhaust and AEM intake on your SE and you ahve 140ish RWKW all day long.
