Coilovers, sway bars, frame rails (+brace), frog arms.
Pricing dependant on budget and personal opinion.
I went Bilstein Pss9 coilovers, whiteline front sway, both braces and frog arms (fender braces)

Custom build tubular rosejointed suspension arms. Some koni yellows and heaps of springs to play with.
10k and Id have some much fancier shocks.

If it were mostly a street car I'd give those Ohlins DFV coilovers a go, plus some beefy swaybars and new bushes.

if it's a daily - some bilsteins (maybea set for fatcatmotorsport) or ohlins, with some sways and bushes like saboteur mentioned.
if you're planing on racing/tracking it DMS or MCA coil overs. 3-way goodness and a full weld in cage. That would chew up 10k nicely. 5k would just get the you the mca's.

Dms coilovers and heavier front swaybar and new bushes all around. I think that would be pretty much smack on budget, maybe a bit over depending on labour.
10 grand? Tubular arms and front sub frame.
I dont rate the butterfly brace for the money.

AFCOs, FM Frame Rails and Butterfly brace, decent adjustable sway bars and endlinks, and a good set of bushes and tyres.
Like the others, from there i'd be going with tubular wishbones, additional bracing (frog arms, subframe bracing, etc). But only if it was going to be a dedicated track car - for a roadie, the extra $5k would be going in to engine and brake mods.

xida s coilovers. v8 roadster tubular control arm set. sway bars, end links and mounts. frame rails if there was anything left over.
for an extra 5k i would get a cage, 3pt front strut brace and rear strut brace and if it could stretch then would upgrade the shocks to full spec xida coilovers.
but all useless without good tyres.

Afco shocks are still twin tube, and don't seem to have ride height adjustable separate to spring compression.
I've got the bfb and i wasn't impressed. I think the mx5plus rollbar had already stiffened that area up. If i had a do over i wouldn't refit it.

For me it would be Afcos or Fatcat modded Bilsteins, but then again it depends what the purpose is. If it was for a concours car I'd buy Showas and spend the rest on coke and hookers.
$10K - well, it would REALLY depend on the purpose... there is no one best answer. If there was that much money to blow on suspension I'd assume the rest of the car was highly modded/customised, so it would be custom everything pretty much, from the subframes down.

For a street car, this is what I'd do..
Coilovers - $1200ish
Sways - $500
Bushes - $250
1.8 Torsen diff conversion - $900 (assuming bone stock NA6)
Underframe bracing and a good roll bar - $1000
Leaves you with $1250 for exhaust, intake mods and possibly a Megasquirt if you do all the labour yourself.

Basically it's a really expensive way to do what you could do with a spacer shim.
On the downside, they have less travel and worse cooling.

But shims would be painful if you were corner weighting, thread is a lot easier to adjust (for any reason).
