I finally got around to checking out the brakes again... Problem solved!

All I had to do was adjust the pedal actuator. There was no free play in the pedal. In other words, the pedal was in contact with the booster actuator, which meant that even when the pedal was released, the booster actuator was not able to fully retract. I now know that this is a bad thing.
