Word as of last night is that the NCOP is still coming, although it's implementation may or may not be delayed slightly from the 1-7-2011 date now.
Maybe the broken link is a good sign? :?

A 6 point cage can still be mod plated up to and until when the NCOP comes into place. After that, alternative rego arrangements may have to be investigated.

man the people that come up with this stuff are stupid.
