Radiator fan question

I have an NA6, and have just noticed that the fan on the left (when standing in front of the engine), doesn't come on when the fan on the right comes on? What function does this fan serve?

So if I am in the process of removing air con, I should remove that fan as well??

you could remove it but i personally would get an auto elec to wire it inline with the other fan so they both come on to cool the rad...
