Sounds like the rev limit is far too low. The tomei poncams which aren't very aggressive make power pasts 7500rpm I thought. If your removing head material for clearance your probaly looking for 8500rpm+ to use cams that big. Especially using quads....
You just need a balanced lightweight bottom end to use it.

Do hydraulic lifters work over 7500?
Thought they would start to lose pressure.
Does a lightened bottom end mean new rods and crank?

I doubt HLA's would work that high either. From memory CT ran a very worked 1.6 in prod sports years ago. He'd have better advice to do with a 1.6. I think there's some old threads with details.
As far as bottom end goes I would leave the crank and do rods/pistons and have it balaced/knife edged. I'd be little worried about ancillaries at that point though. Not sure if you'd have to run underdrives. It's expensive but those sound like wild cams to make use of.

Re: Toyota 20v throttle bodies on B6.
After many little problems getting the car running, it finally got on the track at the weekend.
http://www.youtube.com/watch?v=oCTUwILt6-M
Car went well and sounds really tough with the big cams fitted.
Ended up having to fit a newer ECU and went with a used Autronic SMC.
Fully rewired the engine to suit the ECU and had it tuned at Benincas.
Joe did a really good job of iron out little faults and finding some errors i had made in the wiring
.
Car idles quite well at about 1000rpm.
They got it making 160hp at the flywheel.
Car runs harder now and was o.8 seconds faster than my previous best time on the standard track at Bryant Park in Moe.
Been so long since i'd dríven it, sort of forgotten how to make it go fast.
More practice required.
