Hot Rodders has put some adhesive foam on the back of his plate bracket to help protect the bumper.
I've also got a 50mm thick piece of high density foam behind my numberplate and in the 7 years I've had it, although it has been reversed into a number of times, I have no damage to the bar at all.
I picked the foam up from Clarks, from their waste bin, so the price was right.
I just glued it to the back of the number plate.
