harness not fitting right - what to do?

I installed my new harness last night (4pt sparco) and had a few questions about how they are meant to sit. I have currently adjusted the side straps to be shortest possible. it still does not got tight around my waste but rather when I tighten the shoulder staps it ends up sitting around my belly button - is this normal or am I too thin for my harness?

The cam lock does tend to rise up a bit as you tighen the shoulder straps, how come the lap belt wont tighten further? What is it mounted to?
If you had access to a car like this, would you take it back right away? Neither would I.

oem mounts - where the seat belt mounts to the chassi and where the clicky thing is on the rails. I have shortened them to the max. should be ok its not in the middle of my stomach just not right in my lap like a lap belt. just not use to it.

had a drive tonight and its definitly not right. might need some more experienced people to have a look on thursday at the track day.
