couldn't you just buy the chrome one and then spray paint it black?

Look in Ebay US, saw one not long ago. Guaranteed so shave 0.000001 sec of you acceleration time.

The link to me simply looks like a black plastic injection moulding with pressed metal bracketry attached. The supplier should readily be able to tell you what is the material. The suggestion about painting chrome is to be avoided. It is very hard to get good adhesion and durability as the surface is so smooth. Even chrome plating of plastic is a challenging process - achieved with plating grade plastics and very carefully controlled mouldings to avoid stress. Apart from appearance I could not really see any purpose in a CF construction for a petrol cap.

It certainly looks like it to me. 2 mouldings ring and lid and bracket(s)probably hinged with a roll pin and spring and mounting screws. If it is not plastic it merely demonstrates that the picture and description are inadequate.
