Prep work for new discs and pads

Hey guys, what prep work do I need for new discs and pads? I'm not sure if the discs have any protective layer on them as they don't look oily. Do I need to clean them with meth and cross sand them first before installation?

You can buy proper brake disc cleaner, always worth cleaning them after a pad change before you put the wheels back on.
If you had access to a car like this, would you take it back right away? Neither would I.
