Road Legal Tein Flex?

Could someone clarify whether the TEIN Flex are road legal in NSW. Are they not legal due to the adjustable clevis bracket on the lower shock mount?

At a QLD club tech night at Fulcrum (Tein importers) said they don't bring them in for road use for that reason. Although they agreed that adjustable body length is the best way to go.
