hit and run --highly annoying

Someone backed in to my car in the carpark and scraped the bumper at work... I am looking throught the cars in the carpark trying to guess who could it be, but i cant prove anything and its freakin annoying...

I have some scratches which could be fixable by some car wax, however, paint is chipped off completely for about 2x50c piece size . rest looks fine (no dents and bumper is looking fine)

I have re-sprayed half of my old car before but really didnt get a perfect result (well about 5 years ago), does anyone out there could give me some hints how i can get this fixed (diy)? Can i just sand +paint +sand+ clearcoat +sand + wax just that area, or do i have to re-spray the whole bumper?

I had the same issue...

Is there a wax available that can help mask some small scuffs on the clear coat?

If there is, then you can probably use some touch up paint for the chips and then go over with with that wax... won't look as good as a respray but may be much cheaper and less labour intensive.
