I think AVO can do that on their own kits but don't think they have an SA branch. possibly transport your car to them interstate?
Mildren's do have their own turbo kits but don't think they can do manufacturers plates though.
Who fits Turbo kits with a 2nd Manufacturer's plate?

I'd go and see the engineers at SA transport at their head office, usually advice over the phone can be open to lots of loopholes as to the way that person interperates the rule book. We operate 160 trucks around Aus and find that mod or 2nd manu plates are accepted in different states to the one that approved the vehicle. Also the engineers are usually very helpful in steering you in the right direction as far as compliancing goes.

QLD engineering is quite easy
NSW little harder as you need emisions cert.
dunno how tough Vic is
WA to far away and they are probably still asleep
NT they just have whit land cruisers so no turboing there!

I got pulled over a few times in sydney never was a problem with my Qld plate
Depends on how far you push the boudaries too
Changing rego from state to state with highly modifed car can be hard to
some states let you do things others wont.
As an Idea
I looked at a 13BT in and mx5 was up around 220kw atw
had all the gizmo's on it
but it had stock brakes stock rotors and pads, and it was complianced!!
the PPF was just cut and bolted to the tunnel!
(thats the extreme though)
Always speak to an engineer don't bother with DOT in your state as as said before you will get different opinions
Be prepared to pay though as anyone that can do the compliance will actually have to fit it for you (this could become $$$)
states like SA you would be better with a nice silvia or something similar without the hassles from the fuzz
