Hardtop brackets to hold soft-top down

My newly aquired hardtop has those brackets inside under the rear window that are obviously designed to press down on the folded soft-top catches to stop the soft-top moving.

Trouble is, the brackets sit around 20mm above the soft-top catches, and don't contact the soft-top at all.

Is there something wrong with my top, or are they all like that?

They're all like that. They're not really supposed to hold the soft-top down (it doesn't bounce around that much with the hardtop off, does it?), more just to stop the soft-top latches rattling against the hardtop.

The soft-top doesn't bounce around much, it just makes a lot of squeeking noises.
