I think that's how they're always described, but when you think about it, wouldn't that be a brilliant (pardon the pun) way to knobble their primary reason for being?
Pretty sure its just the chrome between the reflectors finished in a matt dark grey/black. If you look at the high beam reflector it seems as bright as a normal NB8B/C light.
