There is a small screw in the cover on the passenger side. Undo screw, remove plastic cover.

If you are talking about the plastic handle it's stuck on with glue. Try heating with a hairdryer to soften the glue then twist to work it off the handbrake. Wrapping the handle with a rag then using some vise grips or similar for extra grip/leverage might help.

Garry's right, it's on pretty tight but I dunno whether it's glued....anyway like he said, just start by twisting it side to side a little, then as it loosens start to twist and wiggle it out.
