Yes i know its illegal.
No i don't want HEKTIC VL COMMO DOSE.
I have heard you can vent a portion of your blow off into atmosphere, while sending the majority through the designed recirculation (just as Mazda originally intended)
Just wondering, how you would make the blow off a "little" louder, without going for a full atmospheric BOV.

I'm not 100% sure that this is the ONLY solution but you can get a BOV that has noise adjustments.
I've got a GFB Stealth in my car and it's very easy to change the volume of the turbo noise. The Stealth model has been discontinued but here are some of their newer models with the same function:

How much do you need to change to plumb it all up? as i am trying to do it as cheap as possible.

The GFB BOV is around $350 I think? Installation is easy and you just need a few hoses and clamps.
Setting it up is also idiot proof...
Might be able to find another BOV with a similar function though

Would it be simpler to just remove the recirculation pipe from the stock BOV?
Or, if you want to have only part of the BOV recirculate could you maybe cut the recirculation pipe and add a T piece to it?
Then simply partially block the open end of the T as much as you want.
No idea if it would work, just thinking aloud.

See
http://www.turbosmart.com.au/products/kompact-series-bovs-bpvsI looked at this a while ago and decided it's not worth it. Here's some notes I made at the time:
Not a good idea to VTA unless the ECU is tuned to cut fuel when the accelerator is released otherwise your car will run rich during this period. Normally the MAF expects to see the BOV air being recirculated and the factory ECU reduces the fuel delivered accordingly.
Running too rich is bad because:
1. You risk unexpected detonations;
2. Fuel can run through through to the exhaust, burning and causing the CAT to backfire and clag up with soot.
Don't do it.

Pod filter will allow a bit more noise. My old turbo NA had a pod filter when I got it and it made all sorts of interesting noises. When I fitted a better enclosed filter all the noises vanished

flutter is caused by having no form of blow off or bypass its the sound of that pressure being sent back through the turbo.
flutter makes a sort of chuchuchu noise as opposed to a properly adjusted vta blow off which makes a chuuu noise
If you want flutter your best bet is to block off the bpv and get an unboxed pod filter on to let the noise be heard.
imo flutter sounds like crap but i know people who think it sounds way better than a strait chuuu noise.
whilst it does cause fueling issues on a stock ecu they arent that bad you'll hardly know the difference when driving.
If you ever move to an aftermarket ecu that runs a map setup then you can blow off or recirc and it doesnt affect the fueling.
infact with map based ecu its arguably (probs negligable difference) better to blow off as you are not taking preheated air back into the turbo

The stock SE blow off valve is pretty loud (obnoxious) when you have an AEM intake or similar pod setup.

I don't find it that bad at all, whether it's because it has muted over time, I've gotten used to it, or maybe I'm just going deaf?
I definitely noticed it when I first installed the AEM CAI but now hardly notice it at all.

Just out of curiosity, how much is a AEM CAI?

It's quite a bit cheaper overseas.
Looking at about $100 postage, maybe $260? Can't remember to be honest, looking at the BEGi one myself
