legal/engineered turbo B6 Victoria

Ok so I've done quite a bit of research into the legalities of boosting an na6 but at the end of it all I seem to only find conjecture. Now the glowing majority of replies and reading has told me that it's just not possible to do legal unless you opt for the only ADR approved kit which is AVO stage one but it's hideously expensive for what it is and could build a FAR superior unregistered car for that price.
But I don't want to hit a GTR or something and find out my insurance won't cover me. So I really want to keep this legit. For a moment lets forget the specifics of what *I* want and just keep this objective here.
Are there any avenues I can explore and what sort of engineering fees will I be up against? A large amount of the research I've done keeps showing interstate information which certainly doesn't apply to Victoria. As such it seems that engineers in NSW and so on are happy to tick off just about anything for about $60 but it seems like in Vic we can only use Vicroad approved engineers off a list, you can only engineer if it has an ADR and if it has an ADR it has to be engineered, engineering fees may be a couple of GRAND and it's "pass or fail".
I'm sick of turning up conflicting information place to place and hoping someone who has actually been down this route PERSONALLY can actually lend some advice. I've still not been able to find a person to get advice from that has actually successfully engineered a turbo build in Vic.
I'd be MOST appreciative for any advice. Please lay off the flaming bullshit and "you're obviously not ready for boost" crap because I read that in way too many turbo threads on this forum. I want to keep this as objective as possible so it can be used as a reference for others as well.
