"It runs and drives great but can be unpredictable at times on boost. (runs lean)" "It needs: ... an ECU capable of mapping boost levels"

Oh come on, all the gear he has added should add up to nearly 4K. So basically you are getting the car for FREE!
i think a half finished turbo for this money is good (subject to vehicle inspection and engineering). 1K for tuning and you will be set.
I don't think he is selling it registered so that might cause problems.

Think eBay... This was done on the cheap. I'm not sure those bits are worth anything like $4k... He didn't even put the fans back in! My guess is his generic eBay FMIC plumbing and turbo outlet piping got in the way...

Didn't sell.
It has HEAPS of room to put the fans back in from the pictures I can see. It would have taken him 5 minutes to put them in so I'm not sure why he didn't.
Possibly a rising rate fuel regulator on the firewall behind the turbo? Can't have been run long like that it has an unshielded washer bottle in the stock location.
Manifold looks like a tacotaco ebay special, but at least it's not one of those crackandfail 'stainless' jobbies.

Might have removed the fan switch sensor to plumb the turbo feed. Who knows - it's a backyard special ;)
