1 - Yes
2 - Depends on engineer, other mods, etc, topic quoted above will give a good indication
3 - Not in an RTA or rego sense, realistically you'll have a slightly higher maintinence cost.
4 - Few companies will probably want to touch it. Just Cars and Shannons will be the best ideas, I've used Shannons and they were reasonably competitive compared to insuring a mildly modded MX5 with any of the majors.

You can take a car to an engineer whenever you like, in the case of a simple bolt on SC kit, they'd likely be fine with that. Some like to see the development of the car, but for a bolt on kit, that's highly unlikely...
Still, with engineering reasonably easily obtained, and a must in terms of legal liabilty... Why wait?
