For those in Victoria.
This is my understanding of the situation. If you have information to the contrary please advise.
The car still has to be road legal as per vicroads regulations.
If the car won't pass a RWC for "normal" registration, then it shouldn't pass for club reg.
I know that this is not currently the case, but I have "heard" that Vicroads and VicPol are unhappy with
the number of vehicles that are being scrutineered and passed for club reg that really shouldn't be.
The talk is that they (Vicroads) may request vehicles on club reg be brought in for inspection to see
if they are within guidelines. If they are not sighted, then the club reg will be suspended.
This is just heresay, and the logistics of this would be cluster&%k for Vicroads.
Though, they have done similar in the past.
example: Prior to the current RWC system, if RWC centre "Dodgy Motors" was giving out fairly "relaxed" RWC's
to a number of people and Vicroads investigated, they then generally cancelled Dodgy Motor's RWC licence
for a period of time (or permanently). In some cases, they also requested (demanded) all those that received a RWC from Dodgy Motors in the previous
1-3 months prior to the suspension, to front for a Vicroads inspection of the vehicle.
So, if your car will need an engineers certificate for normal Vic reg, then it will need one for club reg.
This means you cannot legally put a LS1 in a MX5 in Vic on club reg.

That's the basics of it.
In reality though, the police are often a little more relaxed when it comes to checking the car, but they can still defect the car.
A club permit/rego isn't a magical loophole for crazy modifications.
