Removing Heater and Blower Unit Safe without discharging

Hey guys,
I've stripped out my interior for the purpose of grinding away rust and removing all the sound deadening and needed to ask for some advice.
I was just wondering, is it safe to the heater and blower unit from the cooling unit without discharging the system. I won't be pulling out the cooling unit, but would like to remove the heater and blower unit to get at the rust (if any) and sound deadening behind those two units.
The workshop manual I'm using doesn't list discharging the system throughout the heater removal process, however it is listed in the A/C removal process.
I'm pretty sure it isn't required if I only remove the heater and blower unit but i'd rather be on the safe side and ask someone who's more experienced than myself.
