Instrument clusters and ECU ?

Hi
Can anyone confirm or deny that instrument clusters and computer ECU are a matching set from the factory? In other words if you took a cluster from one car and put it into another, that the original computer will not talk to the new cluster? If this is the case I assume that the car could not be started. Anyone know ?
The reason I ask is because I'm building a Clubman with this situation and the ECU and cluster are from different cars and to date won't start.
