NB8B Headlight Alignment query

On the NB8B, there seem to be two adjusters for alignment for each headlight unit.
One is a long bolt/phillips head adjustment (sticking up). The other is a bolt type adjectment (lower into the headlight unit).
Which one of these adjusts for vertical & horizontal plane?
