1990 NA6 Headlight Retractor

I am having trouble with the headlight retractors on my 1990 NA6. I recently replaced the whole dash in the car as the dash rattled because many of the mounts were broken.
I used the original harness from my old dash and now the headlight retractors do not work properly. They raise up when I turn the lights on but do not go back down when the lights are turned off.
I have found that the red blue wire at the retractor switch in the centre console does not have +12V on it as my workshop manual describes.
When I put +12V on this wire and operate the retractor switch the headlights will go up and down. If the headlights are switched on and the retractor switch is operated the headlights go up and down continually.
They won't go berserk if I raise them with the retractor switch and then turn on the lights. Does any one have any ideas or an Australian wiring diagram for the headlight retractor circuit as my workshop manual is for America and Canada.
I suspect the retractor relay is one fault but I cannot see why there is not -12V at the retractor switch. :( :( :( :(
