Does anybody know a supplier of those aftermarket adjustable coilover sleeves?
Ebay seems to only have US suppliers which incur a hefty postage cost.

You ain't gonna find many supplier of those. They have kinda gone the way of the dodo bird. In the 90s with real coilovers cost 2.5-3.5K, these sleeves served a cheapo purpose. From the 00s when you could get coilovers for 1.0-1.5K. These sleeves became overpriced and over-complicated.

I have some ebay sleeves in the shed that came with my old NA years ago. Wouldn't trust them personally. There are some reputable ones out there, but for their cost plus freight (as you mentioned) it's a good start to saving for some quality coilovers.

I bought a set from http://www.performancesuspension.com.au/ to convert my Prado front shocks. They had different sleeve lengths available. Give them a call for options, I found them very helpful.
