Rear Parking Brake Problem

Hi all,
Decided to have a crack at adjusting the park brake on my newly acquired NA and seem to have come to a dead end. I managed to get the driver side rotor grabbing by adjusting the grub screw behind the hex bolt on rear calliper although it doesn't seem to want to release properly once i let the hand brake off :/
The passenger side however refuses to do anything. The adjustment screw seems to do nothing (stripped?) and the actuator arm that the cable attaches to wont budge either (driver side moves but is very stiff).
Any hints to help out or should I just trundle off to the garage and let the moths out of my wallet??
