I am looking at some wheels, 17 x7 for an NC. To run 205 45 17 road tyres. Offset available is 40, 45 and 49. which would be best (and legal) offset?

All is legal. There is no better option but personally id get 40

Stock offset is 55mm. The closer you are to this the better.
To stay legal you can't go less than 43mm as you can't increase your track by more than 25mm.

I had 205's on 17x7 with 45 et on a 2007 and it looked sensational lowered about 30ml with no guard fouling so I would say that you can stay legal, fill the guard out and take away the four wheel drive look all at once with 45 and a bit of lowering.

17x9 +45 is just on the gaurds so 17x7 +40 will be fine.
In my opinion a higher offset will look a bit funny with aftermarket wheels....
