I recently acquired a set of TEIN SS, lightly used. No sign of fluid leakage.
A couple of the rubber boots inner to the springs have split. Is that something I should attend to? What is the best way of dealing with this, superglue?

I wouldn't worry about it. Many shocks, even a respected brand of coilovers I know of, do not even come with dust boots.
