Top FR Suspension Arm

I am thinking that this arm has seized in my NA6 on both sides

Is it supposed to move freely?
As at present both sides almost add to the spring rate.......
They move with resistance and then spring back into a set position.
Maybe it's just to rubber bushes moving?

It is near impossible to undo the Arms pivot bolt/rod/nut.

Any advice would be greatlt appreciated.

Normal for rubber bushes to do that
To undo you will need a big breaker bar ( or a rattle gun )
spray plenty on WD40

What Russell said. Perfectly normal and why you should tighten up all your suspension bolts with the suspension at normal ride height. Ideally you dont want any stress on the rubber bushes when the car is at rest.
