NA6 handbrake adjustment: caliper adjusters?

Can you improve your handbrake's leverage by using the adjusters on the calipers?

I've just adjusted mine using the knob on the lever to the point of dragging and it is still very weak. I have plenty of meat left on the pads and they are wearing evenly so it doesn't look like a balance issue. I also got underneath to check the cables and all three are nice and tight so nothing seems to have snapped.

Any thoughts?

You should back off the handbrake cables so there nice and loose then adjust the caliper till the pads just touch then back of 1/3 off a turn
then readjust then hand brake cable to 5-7 notches(click's)
need any help stop around theres always beer in the fridge 8)
